Could COP28 promise more solar powered generators and end fossil fuel?

COP28 might be being held in one of the world’s biggest oil producing countries, but it may yet announce a ground-breaking agreement on the phasing out, or at least phasing down of fossil fuels.

That may sound an unlikely outcome, especially when the summit has almost 2,500 delegates from the coal, oil and gas industries. It sounds even more unlikely when you see that COP28 is being hosted in oil-rich Dubai by Sultan al-Jaber, who is also CEO of Adnoc, the state oil company in the UAE. Nonetheless, the end of fossil fuels is firmly on the agenda for the talks, and it is expected to feature prominently in the official COP28 closing statement.

A phase down or phase out is inevitable

It’s widely accepted that the world needs to increase renewable energy, such as solar powered generators, and decrease dependence on fossil fuels. In fact, the head of the UN Intergovernmental Panel on Climate Change, Professor James Skea, says that to reach the goal of the 2015 Paris Agreement, of limiting global temperature rises to 1.5°C or less, we need to cut oil use by 60%, gas use by 45% and eliminate coal use altogether. Even Sultan al-Jaber agrees, calling the phase down and phase out of fossil fuels as ‘inevitable’.

How can we achieve this?

The exact language of any COP28 agreement on fossil fuel reduction will be hotly debated before its release. After all, the world is addicted to fossil fuels in almost every aspect of our lives.
